Real Madrid may very well be tracking Julian Weigl, but that probably won't end up mattering.
According to Bild, Madrid hoped to sign Weigl this summer before a possible impending transfer ban. They also claim that this will not happen because the 20-year-old German international is set to sign a new contract with Dortmund until 2021.
The reports on Madrid that Bild are mentioning are from Spanish tabloid AS. Not the greatest source, but they've certainly got somewhat of an idea what is happening inside the Santiago Bernabeu. AS also believe that a transfer ban is about to come down on Madrid.

A transfer right now simply wouldn't make sense for Weigl or Dortmund. Real Madrid aren't renowned for their utilization of defensive midfielders, and Weigl has only just broken through at Dortmund last season. And BVB simply wouldn't sell another major player after all the departures this summer, especially this close to the start of the new season.
I'm not worried about a move now, and a future move could be unlikely because of this possible future transfer ban for Madrid. Weigl is perfectly happy at Dortmund, and this new deal is proof of that.
The new agreement will certainly see Weigl get a bit of a pay raise, but that is totally deserved. Julian is one of the brightest young midfielders in Europe. Hopefully he'll sign on the dotted line and commit himself to Dortmund through 2021.
