Many German sources, including Kicker, Ruhr Nachrichten, and Der Westen are reporting that Dortmund are very close an agreement with 25 year old Bayern defensive midfielder, Sebastian Rode.

Bayern and Dortmund would still have to agree on fee, reportedly in the 10-15 million Euro range, as Rode is still under contract until 2018. The former Eintracht Frankfurt midfielder moved to Bayern before in the summer of 2013 on a free transfer, but hasn't featured as much as he would've liked over the past three seasons.
This might be a bit expensive for a rotational player, who is unlikely to find a starting spot in our midfield with Julian Weigl and Gonzalo Castro ahead in the pecking order. He's not a Gundogan replacement, as he's naturally a defensive player, who doesn't have the ball playing skills to be an effective attacker.
With many sources in on this story, a deal seems to be likely, but it all depends on Dortmund and Bayern agreeing on a transfer fee. Stay tuned for more updates!
