Zivkovic was one of the top performers at the U-20 World Cup in New Zealand and led a high powered Serbian team to renowned success at the tournament.
He has scored four times in Europa League play this season and also found the back of the net seven times in 15 games for Partizan.
Dortmund have expressed interest in signing Zivkovic, but have hit a snag in negotiating as other clubs, like Benfica, are keen on signing him.
The German giants are reportedly willing to spend five million euros to bring in Zivkovic from Partizan.
Benfica, according to Portuguese news outlet Abola, are looking to add another Serbian starlet to the roster after the positive development of Lazar Markovic and Nemanja Matic.
